1. Acceptance of Terms
By using the Bulk SMS — Digital Services Center platform, you agree to these terms. If you do not agree, do not use the service.
2. Service Description
We provide a bulk SMS messaging service via web interface and API. Messages are delivered through partner mobile networks (MTN Rwanda, Airtel Rwanda).
3. Account Registration
You must provide accurate information when registering. You are responsible for maintaining the confidentiality of your API credentials.
4. Acceptable Use
You agree not to: send unsolicited messages (spam), send illegal or harmful content, exceed rate limits, attempt to bypass security measures, or use the service for any unlawful purpose.
5. Fees and Payment
SMS are charged at the prevailing rate (currently 75 RWF/SMS). Testing mode allows 15 free SMS per day. Fees are non-refundable except as required by law.
6. Service Level
We strive for 99% delivery rate and sub-2-second delivery. However, delivery depends on mobile network conditions outside our control.
7. Limitation of Liability
Our liability is limited to the fees paid by you in the 12 months preceding a claim. We are not liable for indirect damages.
8. Termination
Either party may terminate with 30 days notice. We may terminate immediately for violation of these terms.
